Assuming you are talking about the US?
Banks normally do not sell the cars directly themselves. They are in the business of lending and safekeeping money and valuables. Not selling cars.
They either turn them over to a dealer or they sell them at public car auctions. Those auctions are advertised in the classified section of the papers. By contacting the auction before hand, you are sometimes able to obtain a list of the cars for sale, and possibly the VIN numbers of the vehicles.
Buying a car at auction holds the same risks as any other seized asset. You can run a repair history check and see the history of the car (involvement in crashes, accidents), but that’s only the reported history. Best to have a competent mechanic check out the car (for a fee) before purchase.
